It's time to discard the antiquated and embrace zero-based budgeting. City departments are notorious for massive spending at the end of each fiscal year due to the misguided "use it or lose it" budgeting principle. To: Mr. New Mayor - Let's also get serious about controlling how city departments spend OUR money. For someone with a degree from UBC to be writing in praise of others on “Senate Memorial Tributes – “B”, one would have expected to have used Microsoft Spell checking.
